Detailed Information about "The File Could Not be Accessed" Error

Symptom:

When you try to start Outlook, you may receive the following error message:

Unable to display the folder. The file xxxx.pst could not be accessed. Access denied.

where 'xxxx.pst' is name of the Outlook PST file to be loaded.
